Nine hundred staff. Four hundred telephones. One bottle under glass in the centre of the room. Nobody has ever explained why it is there, and by now nobody is willing to ask.

Establishment

An agency with two priorities

The organisation was founded in 1961 to monitor threats of international consequence. It has done so continuously and, in the opinion of most member nations, adequately.

In 1964 a second mandate was added at the personal insistence of the Director: the standardisation of the vodka martini. Internal records suggest the second mandate now consumes approximately sixty percent of the annual budget. The submarines are fine.

Planet Vodka is distilled in Canada by Hollywood North Distilleries and shipped to stations worldwide in unmarked crates, which is unnecessary, but the crates were already ordered.
